Job Objective

The Systems Engineering Manager is in charge if the management of complex integrated Transportation projects (Railways, Metro, Tramways, Tunnels, etc…). The role requires a sound knowledge of main Telecom, Security and Integrated Supervision and Control Systems. Knowledge of Signalling Systems is preferred.
In close cooperation with the Project Manager and the other team members, He/She will be responsible for the coordination of all technical activities ensuring the project results within the defined time, budget and quality constraints.

Key Responsibilities
In the context of Engineering accountability, He/She will:
• Be responsible for all technical activities: identifying and analyzing the requirements (Contractual and System Requirements), defining the architecture, allocating the requirements to the system components, defining the interfaces between components, developing solutions (System Design and Development phases), integrating, verifying, validating and qualifying the system (System Integration and Acceptance phases)
• Be responsible for the conformity to requirements, quality, performance, Customer satisfaction budget and schedule relevant to Engineering package
•Plan, control and coordinate all technical activities
• Propose the technical solution and the general network architecture
• Ensure requirements management and their allocation to subsystems/components
• Plan and oversee configuration management activities and solution integrity with the Configuration Manager
•Support the deployment/installation and site acceptance activities
• Ensure coordination and communication among the various players in technical activities and a smooth transition of responsibility to "Installation and Commissioning" organization
• Be the main technical interface for the Customer Counterpart
• Coordinate with the technical Customer Counterpart according to Contractual requirements
• Participate to Program/Project Meetings (internal and external: with the Customer, Thales subcontractors and other entities) when scheduled and/or requested
• Draft official letters and correspondence to be sent to the Customer
• Coordinate and control the different Vendors and Subcontractors
• Correctly apply Quality and HSE procedures and instruction of the team
• Properly deal with other Contractors to manage external interfaces with the Interface Manager
• Allocate and co-ordinate the resources in the team
• Review the technical Scope of Work and keeps updated the scope baseline informing constantly PM and Contract Manager
• Propose variation requests to PM for submitting to the Customer
• Assist the PM, the Contract Manager and the Sales department in the technical negotiation of the change proposals
• Support the Contract Manager in preparing the Claim Files (towards Vendors, Subcontracts and Customer)
• Approve all the technical documentation to be submitted to the Customer
• Prepare the list of deliverables
• Define acceptance procedure principles and Integration, Verification, Validation, Qualification, Acceptance Plan with the help of the Integration Manager
• Coordinate with Purchasing Department for the technical content of RFQ, for Offers evaluation and Suppliers selection
• Support the Purchasing Department in the definition of subcontracts and standard clauses to be written in the Subcontract Agreement and in the Purchase Orders
• Plan and lead the Program/Project reviews in line with Company standard processes

Skills, Experience and Qualifications
• Master's Degree in Telecommunications or Electronic Engineering.
• Good knowledge of the main transportation systems (wayside and on board), relevant operational scenarios and applicable Standards and Regulations (eg EN 50131, EN 54 and UL/FM, IEC 60849 / EN 54-16, IEC 61000, EN 50121, TT528, TT597, EN 50155, EN 50121-3-2, EN61373, IEC61375…)
• Min. 6 years’ experience in the technical management of complex integrated Transportation projects.
• Good knowledge of System Engineering discipline and processes and CMMI principles.
• Ability to effectively manage relationships with Customers and Suppliers.
• Proven experience in coordinating teams of system engineers and sw/hw engineers in an international context.
• Strong attitude to problem solving, troubleshooting and working under stressful conditions.
• Fluency in Italian and English. Knowledge of French appreciated.
• Good knowledge of:
• Communication Systems (IP Networking, Network Security, GSM-R, Wi-Fi, TETRA, etc...) and relevant communication protocols;
• Passenger Communication Systems (Passenger Information and Public Announcement Systems, Video Broadcasting Systems, etc..);
• Security Systems (CCTV, Access Control Systems, Intrusion Detection Systems, Digital Video and Voice Recording, etc…);
• Integrated Supervision and Control Systems (SCADA, Environmental Control Systems, Information. Systems) and relevant communication protocols.
• Good knowledge of Windows client-server/cluster architecture and Linux OS.
• Preferred knowledge of Signalling Systems and relevant communication protocols
